Commercial Poultry being developed under Cooperative Sector

The Demand of poultry in J&K: Over Rs 300 crore of which over 75% is being me by imports from the neighbouring States.

Registration: 410 poultry cooperatives registered all over the State.

Projects Submitted to NCDC: 56 projects involving an outlay of Rs 20.59 crore, have been forwarded by the State Govt. to National Cooperative Development Corporation (NCDC), New Delhi for funding where these are under active consideration.. The NCDC has decided to fund these projects in a phased manner. In the first instance, 8 projects involving an outlay of Rs. 412.13 lakh have been sanctioned. These projects are from the following Districts of the State (Subsequently are more projects from distrrict Baramulla has been sanctioned by NCDC) :

i. Jammu and Kupwara One each
ii Srinagar and Pulwama Two each
iii Baramulla three

NCDC Scheme of funding regarding Poultry:The NCDC provides to cooperative sector funds on easy terms for a number of projects and schemes approved by them. For promotion and development of poultry in the cooperative sector in the State, the Govt. is implementing its approved scheme. It envisages loan and subsidy components for the cooperative societies and the funding pattern is as under:

Loan to State Govt. 70% of project cost.
NCDC Subsidy 25% of project cost.
Beneficiary Cooperative's contribution 5% of project cost.

Repayment period: 8 years
Rate of interest: 8.5% per annum.

The funding pattern further envisages that the State Govt. shall provide the funds to the beneficiary poultry cooperative as loan only to the extent of 50% and the remaining 25% of the loan component shall pass as its share capital contribution to the cooperative.

The funding patter, explained above, is tabulated below for these 8 sanctioned projects:

The owner's contribution at 5% of the project cost is Rs 21.72 lacs.

The above funding pattern makes it clear that the State Govt. shall receive loan to the extent of 70% of the block cost from NCDC but in turn restrict the loan component to 45% of the block cost while making funds available to the beneficiary cooperative. The remaining 25% is to be the share capital assistance from the State to the beneficiary cooperative.

The state would thus be recovering only 45% of loan from the cooperative while making repayments to NCDC in 8 annual installments during which the entire loan with interest is to be repaid. The remaining 25% shall be met by it from its own resources. Therefore, the State Govt. shall have to create annually budget provisions in respect of 25% component together with interest at 8.5% to meet this liability.


ICDP

Introduction: The scheme of Integrated Cooperative Development Project (ICDP) was introduced in the 7th five-year plan for over all development of selected Districts through Cooperative efforts in the sphere of Agriculture .

Aim: Development of horizontal and vertical functional linkages between Cooperatives to promote their over all development catering to the Rural needs of he community in an effective manner.

Emphasis: The scheme takes in to account the natural and human resources and endownment of the area. Emphasis is laid on strengthening and turning the Primary Cooperatives in to multipurpose entities, capable of handling micro finances.

Districts in focus: NCDC on the recommendations of the State Govt. selected Districts of the State viz. Anantnag and Kathua for ICDP in phase-I. Under phase-II district Doda and Baramullah are being taken up under ICDP.

Implementation of project: The projects have to be implemented through a project implementing team (PIT) while the concerned District Cooperative Bank of the District has to act as the project-implementing agency.

Under the Scheme, both loans and subsidy, are provided by the NCDC to the State. Govt. However, the subsidy component is restricted to the 30 % of the total plan out lay. The loan portion from NCDC to the State Govt. has to be passed on to the Cooperative Society as loan and share capital on an equal percentage. Loan is generally provided for creation of new assets or on effecting of necessary repairs on the existing assets.

Further, in order to augment the working capital of the Cooperative Societies, margin money is provided to the State Govt. as loan and the State Govt. may pass on the same as redeemable or clean share capital to the Society. Under the project subsidy is provided for project preparation, manpower development, training and cost of project implementation and monitoring. The State of Jammu and Kashmir Stands categorizes as a special category states besides some other states, so the 100 % subsidy is provided under the aforesaid heads

Venture Capital Fund Scheme of NABARD for Poultry and Dairy Sectors

Salient features:
Loan available on subsidized terms for individuals/groups/cooperatives through Coop. Banks/Commercial Banks/Regional Rural Banks for poultry and dairy sectors.

Terms of Loan:

i. Beneficiary’s Contribution 10% of Loan
ii. 50% Loan Interest Free
iii. 40% Loan Interest Subsidy 50%
iv. Loan Period (incl. 2 yr. Moratorium) 9 years

The Department of Cooperatives provides assistance to following areas in the recovery mechanism:

  1. Freight Subsidy : For fertilizer distribution & transportation
  2. Managerial Subsidy : For augmenting the financial and managerial activities
