27/11/2007, Dr. G. N. Qasba, Registrar, Cooperatives J&K under the auspices of Indian Institute of Public Administration J&K (IIPA), Branch spoke at length on the topic “State of Cooperative Movement in J&K” at Sehkari Bhawan Jammu. The function was presided over by Sh. S. S. Boloria, Ex-Chief Secretary (Chairman IIPA) while Sh. B.R. Kundal , IAS was the Chief Guest.

The Honorary Secretary, IIPA J&K, Branch, Sh. Ashok Bhan , IPS in his well come address introduced the Chief Guest, the Chief Secretary and the speaker Dr. G. N. Qasba to the audience, besides highlighting the activities of IIPA in J&K.

This was followed by a detailed presentation by the speaker starting from the evolution of the Cooperative Movement at International, National and the State of J&K. The working of Cooperative Movement in different Sectors particularly in the distribution of agricultural credit, distribution of Agriculture Inputs, Dairy, Poultry , Microfinance and the notable achievements of different Cooperative Institutions, were highlighted. The legal mechanism governing the Cooperative Institutions and the implications of certain legal provisions were also discussed at length. The success stories where the Cooperative Institutions had remarkably performed well and won the excellence awards at National Level attracted the attention of the audience.

The presentation was followed by question / answer session from the audience. The guest speaker replied all the questions to the best satisfaction of the audience.

Sh. B.R. Kundal, IAS in his Presidential address stressed the need that Cooperatives should be allowed to function as people’s movement who own them. The role of the department should be restricted to “Friend, Philosopher and Guide ” only .

The Chief Guest Dr. S.S. Bloeria while appreciating the presentation also stressed the need to democratize the working of Cooperatives. He also shared his experience and reminiscences of his association with the Cooperative Movement.
