Cooperative Movement in Jammu and Kashmir

The Cooperative Movement in Jammu and Kashmir was first institutionalized in 1913.

The Jammu and Kashmir Cooperative Societies Act of 1913 contained the provisions of the Cooperative Credit Societies Act of 1904 and the Cooperative Societies, Act of 1912.

The Act of 1904, which was in operation in rest of India provided for the registration of Credit Societies only and it was amended in 1912, paving the way for the registration of Cooperative Societies in other disciplines as well. In this way the Jammu and Kashmir Cooperative Societies Act of 1913 had no restrictive provision.

The legal framework in the State was further updated in 1938 ,1960, 1989, 1999 and 2005

B. Cooperative Institutions:
Cooperative Institutions have been registered under either The Jammu and Kashmir Cooperative Societies, Act of 1989 or The Jammu and Kashmir Self Reliant Cooperatives Act of 1999 which is concurrently in force in the state.

In addition to the above three Apex level Societies, there is a Cooperative Union in the Cooperative Education Sector, which operates throughout the state of Jammu & Kashmir. The main aim of this organisation is to promote cooperative education and impart training to cooperators.

Primary Agriculture Cooperative Society (PACS)
The total number of PACS in J&K in the year 2003-2004 were 766 out of which 562 are functional. Of these 150 are doing credit business. These have conducted credit business of Rs.11.24 Cr compared to Rs.5.27 Cr last year.
Revival of PACS: 2004-2005
Target : Reviving one PACS in each of 119 Blocks of the State.
Achievement: 150 Units
Action Plan: Consequent to the decision taken by the Registrar, Cooperative Societies on 10.04.2004, the Cooperative Banks and the District Officers of the Department and the concerned District Managers of the Cooperative Banks have worked out a programme to implement the decision. The action plan includes:
- Preparation of Business Development Plans to be financed by Co-operative Banks.
- Profitable use of available and unutilized infrastructure like shops, godowns.
- Participation by PACS in DRDA sponsored schemes to generate more income to the societies.
- Recovery of defaults for repayment to Cooperative banks
- Reconciliation of accounts with the Cooperative Banks to determine the liability of PACS accurately.
- Payment of funds held by Cooperative Banks to PACS
- Holdings frequent meetings with members and involving them in decision making. This step was found necessary for infusing confidence in the members for organising working of PACS as sound business entities.
- The Cooperative Banks to ensure that the funding of members of PACS was routed through the PACS only and PACS to make recoveries of such loans and no
independent dealing by Coop. Banks with individual members be allowed.
- Diversification of business and adopting of newer and viable lines of business like poultry, dairy etc.
Positive results of the departmental efforts: Exceeding the target of 119 PACS, the achievement has risen to 150 PACS.
Revival of PACS: 2005-2006
Target : Revival of 75% of the total PACS in the State.
Achievement: 13 Crore of business done in the year 2005-06 by 187 PACS

Cooperative Banks in Jammu & Kashmir
There are 9 banks are the Cooperative Sector in the J&K State. Of these 4 are Non-Urban Banks and 4 Urban Banks. J&K State Cooperative Bank for Agriculture and Rural Development (SCARDB) is the 9th Bank. The 4 Urban and Non-Urban Cooperative Banks are as follows:
